Summary of Programs

Family Planning Program (FPP): 

• Females & Males 64 and younger
• Texas Resident
• FPL at or under 250%

Healthy Texas Women (HTW):

• All women 15-44 who are:
• US Citizens and eligible immigrants
• Texas residents
• Do not receive full Medicaid benefits, Children’s Health Insurance Program (CHIP), or Medicare Part A or B
• Are not pregnant
• Do not have private health insurance that covers family planning services, unless filing a claim on the health insurance would cause physical, emotional, or other harm from a spouse, parent, or another person
• Have a countable household income at or below 200% FPL

Primary Health Care (PHC):

• Gross Family income at or below 200% Federal Poverty Level (FPL)
• Texas resident
• Not eligible for other programs/benefits providing the same services

Title V Maternal and Child Health Fee for Service Program (Title V)

• Low-income women, children, and adolescents who aren’t eligible for Medicaid, CHIP, CHIP Perinatal, or another source that covers the same service
• Gross family income at or below 185% of the Federal Poverty Level (FPL)
• Texas resident
• Not eligible for other programs/benefits providing the same services
